After some research, I discovered that Oracle Developer 6i cannot be installed on Windows 11, requiring an upgrade to the Developer version or a Windows downgrade. Further exploration led me to a workaround for installing Oracle Forms 6i on a Windows 11 64-bit machine.

You need to follow these steps after Oracle Forms 6i download for Windows 11 64 bit.
Step 1:
Download the Oracle Developer 6i for Windows 11 folder from the provided link below.
Step 2:
Copy downloaded files to the C: Drive.
Step 3:
Extract all the files here.
Step 4:
Open the "ORANT" folder and double-click "Oracle.reg".
Step 5:
Assumption: Oracle Database 10g is already installed. If you have a different version, search for the tnsnames.ora file and replace it with your path.
Copy the tnsnames.ora file
from
"C:\oracle\product\10.2.0\db_1\NETWORK\ADMIN"
to
"c:\orant\Net80\admin"
